Hughes was appointed Interim City Manager by a unanimous vote during the meeting on July 8, 2025, following the retirement of AI Moor. Since 2020, he has most recently served as Deputy City Manager.
Councilor Bagley noted the new rate set by Portsmouth Community Power is about 30 percent higher than Eversource’s rate.
