Emergency resources in place for Texas severe weather

After a chilly start, Thursday looks like a pleasant but cool day across North Texas. High pressure moves in, winds relax, and skies clear. Afternoon highs will stay in the 60s with plenty of sunshine. The warm-up begins quickly after that.
