YORK COUNTY, Pa. — The York County SPCA is preparing for what could be one of its busiest weekends of the year, as it joins shelters across the country for the annual “Clear the Shelters” campaign.
A couple in Wyoming County is taking senior dogs out of shelters and placing them in what they call "forever fosters," and they are covering all the expenses.
The policy mandated that the shelter would only accept stray dogs from an animal control officer, police officer or state dog warden, not citizens.
