WHEELING, W.Va. — Appalachian Power Company hopes to have a mobile substation installed soon near Wheeling after high water from Little Wheeling Creek destroyed a substation during Saturday night’s flash flood. It happened in the Valley Grove area of Wheeling. There are 1,700 customers without service.
