Not that I know of. The beach is very long with many many access points. One is just right down the block from where I live and it is the definition of not wheel chair friendly. Not even old adult friendly. But the beaches further south in Monterrey are often very friendly. I would suggest Municipal Beach. It can't get much friendlier than that.
